Abstract

The main aim of this paper is to explore the rights of citizens when government programs have been contracted out. The research is rooted in theories of both public administration and administrative law. The ideology behind contracting out relies on the idea that it’s possible to privatisize government programs without affecting citizen’s rights. From the perspective of administrative law, privatization leads to loss of public accountability and legal protection of citizens from arbitrary government actions. Results indicate that there is a certain lack of legal and contractual clarity within the contractual method.
